The HSE - Perm seeks to develop the academic and professional elite of economists and managers capable of acting as competent and responsible leaders driving change in organizations and society as a whole. It is committed to creating conditions for social and economic development of Permsky Krai and its integration into the world’s economic system.

Key Start Dates
1992 The State University — Higher School of Economics (HSE) established by the Government of Russia in cooperation with the Committee of the European Union and the government of France.
1997 On September 12, Ordinance #1162 of the Government of the Russian Federation issued, which opened the Perm regional branch of the HSE for the purpose of disseminating experience accumulated in training skilled personnel to perform economic reforms.
1998 On September 1, the first students of the HSE – Perm started their studies at the Faculties of Economics and Management.
1999 The Business English Center set up. Use of effective integrated teaching methods allows offering students various educational forms, including Cambridge BEC preparation courses which have been given since 2002.
2000 The first specialists graduated from the Faculty of Economics and Management (Continuing Education). At present, the Faculty prepares Bachelors of Economics and Bachelors of Management.
The Regional Center for State Procurement Specialist Training (RCSPST) opened as a certified center of the RF Ministry of Economic Development and Trade. It prepares state procurement specialists from among federal government employees, executive authorities of RF constituent entities, municipal bodies, and potential suppliers of goods, works and services for federal and municipal needs.
2001 The Faculty of Professional Retraining established. It offers continuing education programs.
The Center for Applied Economics opened. It performs consulting, research and project activities in various fields of interest.
2002 The first students completed Economics and Management Bachelor’s degrees.
2003 Lyceum #10 affiliated with the HSE – Perm opened. Now it is one of the leading general education institutions of Permky Krai.
Military training of HSE – Perm students started at the Reserve-officer Training Department. Since 2008, HSE – Perm has been the only university in Permsky Krai providing military training.
2004 The SU HSE Pre-University Community established jointly with the Committee for Education and Science affiliated with the Administration of the City of Perm. The community included 19 general educational institutions. At present, the community includes 40 education establishments of Perm and Permsky Krai.
2006 The State University- HSE – Perm became a laureate of the “Specialist Training Quality Assurance Systems” Competition held the RF Ministry of Education and Science.
2008 Undergraduate Specialization in Business Informatics introduced at the Faculty of Economics.
Master’s programs in Finance and Public Administration were launched. Transition to the bachelor’s and master’s degree system of the European education system began.
The RF Government issued a Decree per which responsibility for the HSE was transferred over to the RF Government.
2009 Master’s program in Project Management was launched.
The SU HSE awarded the status of a National Research University by a Decree of the RF Government.
2010 The Faculty of Business Informatics established.
Master’s program in Marketing was launched.
The HSE - Perm was the first Perm university to adopt the commonly accepted world-wide practice “4+2”: four years of undergraduate study and two years of graduate study.
2011 Undergraduate Specializations in History and Political Science introduced.
In September, according to the 2011 undergraduate applicant admission quality rating prepared by the HSE per the order of the RF Public Chamber, HSE ranks 5th whereas the HSE – Perm ranks 25th among over 500 higher educational institutions of Russia.
Standard requirements for the Unified State Examination for undergraduate applicants introduced at all the HSE campuses. A foreign language was included in the UST list in all areas of studies.
2012 Undergraduate Specialization in Software Engineering introduced.
